The Estherville City Council approved proceeding with replacing the covers on the primary and secondary digesters at the city's wastewater treatment plant.
Five companies submitted bids on three alternatives for replacing the covers.
Council accepted the low bid of $895,964 on alternate three from KHC Construction of Marshall, Minn.
Alternate three is a dual-membrane product. City administrator Penny Clayton said it was the lowest option for the city.
Prior to the council's approval of the bid, a public hearing was held on the issuance of general obligation bonds to finance the project. Council approved the issuance of the bonds.
Clayton said the $1.125 million bond would cover the cost of the project including the engineering costs and a 7 1/2 percent contingency fund and the cost of the issuance of the bond.
In other business Monday, council approved re-appointments to various commissions and boards.
