The Estherville Lincoln Central School District proposed no change on the base and no vertical step movement in its initial proposal to the Estherville Lincoln Central Education Association Tuesday night.
Also included in the district's proposal are $289 added to wages from the 2012-13 settlement, a mandatory IPERS increase, FICA increase and long-term disability increase for a total package increase of .65 percent. The package does not include any insurance cost increases for the 2013-14 school year since those are not yet known.
The ELCEA Feb. 5 had proposed a 5.2 percent increase in what the district is paying teachers currently. The association's proposal includes a $600 increase in the salary base to $29,330 for beginning teachers with a bachelor's degree. It also includes lane changes and an increase in the supplemental pay schedule.
Some of the other elements in the district proposal are:
n Dividing TSS Funds to staff equally by FTE with the district maintaining 5 percent of funds for staff moving on the scale and hired mid-year.
n Changing the family contribution from 65/35 to 50/50 and changing the district's share of single coverage from full to 75/25 for anyone hired with a contract starting after July 1.
n Creating three categories of family leave.
Cedar Rapids attorney Brett Nitzschke presented the proposal on behalf of the district.
