The Estherville City Council will meet at 5 p.m., Monday in council chambers at city hall.
Among the items are two public hearings.
The first hearing is on the 2013 Storm Sewer Improvements on North First Street. After the hearing, council will consider resolutions approving plans and specifications as well as awarding the contract.
The second public hearing is on the 2013 street resurfacing project. Council will also consider a resolution approving plans and specifications and awarding the contract.
Also under old business, council will be updated on potential options for low impact development of the storm sewer area at Eighth Avenue North and North Eighth Street.
The final piece of old business is accepting the work and authorizing the final pay application to Champion Coatings for the 2012 primary digester cover repainting project.
Under new business, council will discuss participating in the "Be Bright" program.
Council also will consider a request to close First Avenue North between Sixth and Seventh streets from 6 a.m.-9 p.m. on Saturday, Sept. 21 for the Fifth Annual Gospel on the Square.
Council will consider sign permits for

n Estherville Publication, Inc., at 10 N. Seventh St.
n Kelly Olson at 511 First Ave. S. (Fatboy's Pub and Grub)
Council will be requested to authorize the city attorney to proceed with the steps necessary to eliminate the minimum housing code violations at the following locations:
n 9 Central Ave.
n 103 Second Ave. N.
n 820 N. 11th St.
n 1013 Third Ave. S.
Council also will be requested to review a proposed bicycle regulations ordinance recommended by city staff.
