Council moves ahead with Park Road project

There were a few questions about the resurfacing of Park Road this year by residents, but no overwhelming concerns as Estherville city officials plan to move ahead with the project this year.

At its regular city council meeting Monday, awarded the project to Tri State paving of Estherville. Their bid of $409, 997 was well below the engineer's estimate of $469,000.

One area resident had a concern about the safety of pedestrians and bikers following the completion of the road even with widening the road by 5 feet from the curve to the entrance to Fort Defiance State Park.

Another resident asked about the details of the project, which includes West South First Street to Park Road. The project is being done in conjunction with the Iowa Department of Transportation.

Estherville City Administrator Penny Clayton said the tentative start date-after burying the electrical lines-will be after the swimming pool closes on Aug. 18. Completion is expected by Oct. 25.

Clayton said the road won't be closed. A flagger will be used when using just one lane.

In other business Monday, council set a public hearing of May 19 on curb and gutter improvements on North Seventh Street between Fourth Avenue North and Eighth Avenue North.

Council also set May 19 as a public hearing for the 2014 Street Resurfacing Project which includes the area of the curb and gutter improvements. It also includes North First Street from Central to Second Avenue; South Second Street from Central to Second Avenue South and First Avenue South between South First and Second streets.

Council gave final approval to creating a four-way stop at the intersection of South Sixth Street and First Avenue South.

Council members said most of the feedback from residents was in favor of the safety measure.
