Supervisors OK performance review plans

The Emmet County Board of Supervisors Tuesday approved the final FY14 Performance Improvement Plan and the FY15 Performance Improvement Plan for Emmet County Case Management.

Both plans were recommended for approval by the Emmet County Case Management Advisory Board.

According to Dorothy Christensen, Emmet County coordinator of disability services and case management administrator, the plan includes client surveys and a review of billings. She said that last year the county also took on 44 cases from Dickinson County.

Christensen said one change in the FY15 plan is sorting out if case management is handled within the county or those duties would be handled by County Social Services, the region with which Emmet County belongs. Christensen said CSS is setting up a regional case management program.

In other business Tuesday, the board appointed chair Alan Madden as local government appointee to the Northest Iowa Regional Housing Trust Fund. Former supervisor Jon Martyr previously served on the board.

After receiving checks for hail damage to the old armory and food stand at the fairgrounds, board members discussed how to proceed with the armory. Madden said the board needed to put the items on its Oct. 14 agenda.

County engineer Walter Davis-Oeth and Rich Blinkmann, secondary roads maintenance superintendent, also gave the road report. Davis-Oeth said the department will buy a pickup with plow for Blinkmann who will use it to check roads during winter, among his other duties.

After reviewing the county engineer's job description submitted by Davis-Oeth, Madden said Title VI duties needed to be added.

The board also reviewed plans from Estherville city administrator Penny Clayton to tie into county drainage for Windsor Manor assisted living facility.

The board will canvass the Sept. 9 special election 10:30 a.m. next Wednesday.
