Council signs housing pact

Estherville City Council Monday approved the signing of an agreement with the Northwest Iowa Planning and Development Commission.

The agreement requests NWIP&D staff administer the Iowa Department of Economic Development Housing Grant received by the City of Estherville from March 5, 2008, until the final close-out date which will be determined by the Iowa Department of Economic Development.

The grant was awarded to Estherville and in turn the city will provide rehabilitation to housing units owned and occu-pied by low- to moderate-income persons.

The city’s financial portion for rendered services is $18,000. This will be paid on a cost-reimbursement basis for eligible costs for work activities specified in the approved work program and paid through the grant.

The agreement stipulates a progress report will be presented to city council as requested. The report, whether oral or written, will detail performed work and a description of the work will also be included.

The city was assured that all personnel needed for service work will be secured by the planning agency.

In conjunction with the agreement, council Monday also adopted a new affirmative fair housing policy and a new equal opportunity policy. This is required for compliance with all federally assisted projects.
