City audit for FY 08

Members of Estherville City Council were presented the 2007-08 fiscal year city audit.

According to the Brinkman & Reed, CPAs, the city’s receipts totaled $12,065,836 for the year ended June 30, 2008, a 13.9 percent increase from 2007.

The receipts included:

n $1,868,595 in property tax.

n $206,846 from tax increment financing collections.

n $8,502,035 from charge for services.

n $646,045 from operating grants, contributions and restricted interest.

n $132,864 from capital grants, contributions and restricted interest.

n $80,878 from hotel/motel tax.

n $316,375 from unrestricted interest on investments.

n $268,000 from loan proceeds.

n $44,198 from other general receipts.

Disbursements for the year totaled $11,558,586, a 12.8 percent increase from the prior year, and included:

n $1,473,098 for public works.

n $1,454,875 for public safety.

n $803,714 for general government.

Also, disbursements for business type activities totaled $6,710,356.

The significant increase in receipts is due primarily to the increase in electric rates. The significant increase in disbursements is primarily due to increased electric costs.

In other business, the council:

n Was notified of a special council meeting on Monday, Sept. 29 to discuss the future administrative management plan and management structure for the city operations.

n Was informed of Ward II Councilman Joe Swisher’s decision to resign from the position, effective Wednesday, Oct. 1, 2008.

n Accepted the abstract of votes of the 1 percent Local Options Sales and Service Tax Election held on Aug. 26.

n Granted a request from Christensen Construction Co. to close First Avenue South from South 13th Street to South 15th Street Place to accommodate precast delivery trucks and installation crane for the ELC Middle School project from Sept. 16-26.

n Received and approved the 2007-08 street finance report.

n Approved a sign permit for Avera Holy Family Health.

n Received a multitude of updates from Estherville City Administrator Steven Woodley on the various water, resurfacing, curb/gutter and addition projects being conducted around the municipality.

n Approved the renewal of a Class C Beer Permit and Sunday Sales Privilege for Casey’s General Store No. 1328, 1332 N. Ninth St.

n Approved the renewal of a Class C Beer Permit and Sunday Sales Privilege for Casey’s General Store No. 1329, 8 Central Ave.

n Approved a Sunday Sales Privilege for Tim Brashear dba Top Hat Tavern, 704 Central Ave.
