Council sets plans for Central Avenue bridge

At Tuesday night’s Estherville City Council meeting the council approved an agreement for engineering services on the Central Avenue Bridge.

The agreement with Bolton &? Menk of Spencer would start the process which city administrator Penny Clayton says will take a year to get to the bid process.

“We’re looking at construction in the summer of 2018,”?Clayton said.

Clayton said this is a process which would rehabilitate the bridge.

“They will remove both crash bars, widen the sidewalk, and possibly add decorative features to the end,”?Clayton said.

The funding will come from the Northwest Iowa Planning &?Development Commission, and from Local Option Sales Tax (LOST)?money, Clayton said.

Bolton &?Menk suggested a $55,000 lump sum for the design and bidding phase services, with an hourly rate for the construction phase.

Clayton said, “If we instead had an agreement for time and materials, not to exceed $55,000, we could save some money if the project went better than they anticipated, though I would not hold my breath on that actually happening.”?

The council also approved a new liquor license for Latin American Bar &?Grill, located at 710 Central Avenue, and a renewal liquor license for Woody’s Pizza.

The council approved the sale of a lot in Meadows Subdivision to Earl and Ellen VanDirel for $18,000. Clayton says closing will occur in April and construction will begin later this year.

The council also approved a two percent cost of living adjustment for city employees for fiscal years 2018, 2019 and 2020

The council passed a resolution setting Jan. 16 at 5 p.m., for a public hearing on adopting Volume II?of the Code of Ordinances. The zoning commission changed zoning on a number of properties in Estherville. the newly compiled code section is available for inspection at the office of the city clerk.

The next meeting of the Estherville City Council will take place Monday, Jan. 16 at 5 p.m. in the council chambers of City Hall.
